Answer:
US Shortcodes will reach AT&T Puerto Rico, T-Mobile Puerto Rico and Sprint Puerto Rico but the US shortcodes do not reach OpenMobile and Claro.
For customers using a dedicated short code trying to reach Puerto Rico users, if you receive an error code 12 (destination unreachable), you can build your own logic to retry using a US SMS enabled Toll Free Number or Long Virtual Number.
